The new information ✔§↓≠infrastructure is an infrastruc→"σ★ture system based on the informatio™σ≤n network and driven by tδσ≠he innovation of a new generation oσπ≥≈f information and communication technolγ₩ogy to provide basic digital public '¥¥ services such as perception,✘₩ transmission, storage, and♥↓♠ computing for the digital transformati₩γon of the economy and ®society. In order to thoroughly impl> ↑✘ement the spirit of t♠>"he 20th National Congress of $✔ Ωthe Communist Party of Chinaφ★ and the 2nd and 3rd Pl ≈αεenary Sessions of th✘₽e 20th CPC Central Committee, and t©₹o promote the coordinated developm↓εent of new information infrast÷β★ ructure, the following notice ©Ω✘is hereby given on re £↔levant matters.
1. Strengthen the overall planning ☆®' and layout of the cou φntry
(3) Rational layout of≈π≠✘ new technology facilitie€≠≈s. Regions with the capaπγΩcity should support enterpα™<rises and institutions in ↕π±building standardized public d>γatasets for industry app¥∑lications, create in$₹fluential general and indu stry artificial intelligence algorithm α&πmodel platforms, and deploy regi₽÷™₩onal artificial intelligence publ↕÷ic service platforms$×. Coordinate the construction of bφ βlockchain infrastructure and promote ®₩cross-chain interoperability and i™∞≠σnteroperability. Rat≥ ₩ional layout of quantum computing clouε ¶£d platform facilities.
2. Strengthen cross-regional bal$&εanced and inclusive developmen§™t
(1) Promote the integrate→γ<βd development of facilities ®↑in major strategic areas. All localities should thoroug∞©"hly implement the regional coordinat''ed development strate>₩$gy and major regionalα¥> strategies, strengthen t✔' $he regional coordination of new infλ>ormation infrastructure, and deepen ε€cross-provincial and municipal planni★β↕>ng convergence and co₽☆nstruction cooperation. The network o₽♠rganization of basic tele♠'£•communications enterprises can $λreasonably break through the rest<•rictions of administra↑♥ ↕tive divisions and promote the deve¥ ←lopment of backbone nodes in the reg×∑ion to fully interconnected networkε©♣•ing. The central city and the surrounδ≠×ding areas should coor<↑"dinate the layout of computing faciσ<lities, and carry out cross-proα←★vincial direct connection ™∑δαof data centers and α★∞computing resource sched ☆uling as needed.
(2) Deepen balanced δ and coordinated development among€∏ regions. The developed regions≠₽♥ in the east will take the• lead in exploring new constructβ<♦ion and application models such as εγ®5G-A and artificial i←&✘"ntelligence, and the central an♠£d western regions and th₹∞e northeast region w≥☆γill accelerate the construction"♥∏ of gigabit cities to achieve< balanced development of 5G and gigabit★± ≠ optical networks. In the western ₽∏¥region, the rational layout σof major computing facilities in areas '•&with obvious comprehensiv★Ω&e cost advantages will exploreδ↑±± the construction of super-large art&♣∏ificial intelligence train¶"ing computing facilities. Border prov∑€≤ inces make use of foreig"₹n cooperation mechani☆≈sms to build international informatio±αn hubs with geographical advantagesπ♥. The old industrial b✔' ase in Northeast China hπ☆™as accelerated the construction of→♥ facilities such as "5G +&≈≈→ Industrial Internet".
(3) Promote the integ≤'÷βration and inclusive deve÷lopment of urban and rura✘π>l areas. All localities should contin<£÷ue to deepen universal telecommunicati✘✔ons services, promote the constructionδα≈ of 5G and optical fibe©δ£r networks in rural ≈£≥×areas, and improve the quality of net←β¶work coverage in scenari∑∞os such as rural governance, ®∏agricultural production, and farmers& ∏apos; lives. Accelerate the construc≥ε♦tion of "broadband frontiers", and αpromote broadband network±¶ coverage in key scenarios sucγ&"πh as administrative villaγ≥ges, rural schools, border manβ&agement and trade institutions, border≈★™ roads, and coastal waters in border↕✔ areas.
3. Strengthen cross-network coordα¥×÷ination and linkage development
(1) Promote end-to-end₩♥ collaborative upgrades o∑λ₽f multiple networks. Basic telecommunications ent♥&erprises should carry out the coδ$nstruction of "dual gigabit" networ₹♣ks, coordinate the construction σ™γ€of 5G and gigabit optic♠αal networks, promote the £♦€integrated developme™☆®αnt of IP bearer and optical transmissi←✘♦>on, and promote the synchronous <↔∞expansion and upgrading×¶™ of access networks, metropolita→$n area networks and backbone networks. π₹↑↓We will continue to build a mobile Int↑↓ernet of Things system w• γith low, medium and high-s¶★>peed coordinated dev•≠elopment. Coordinate the integration ∞÷↕≈of satellite communication "λ≤¥systems with terrestrial mo ₩&bile communication networks, data cente♣πrs and backbone networks.✘★♠> We will further promo↕πte the large-scale deployme¶'σnt and application of∏ε IPv6, and promote the evolution of ®₽β₩IPv6 technology and the innovative dev☆≤<<elopment of applications.
(2) Encourage the coordi←♠↓∑nated development of networks and c✔₹omputing facilities. Basic telecommunication ∏₩$s enterprises should strengthen the ≈®<coordinated planning of•≈< computing networks, b∞↔uild direct connection networks bet ≠÷ween national data center clusters an→σ$d between regional data centersγ±∞≥ and national data center cluster≥ s, and increase the con ®↓nectivity of optical cable n≠'γetworks. Actively carry ou$βt research and developme↑γ™nt of computing-network conver ∏•≤gence technology, impr©↑♥ove the unified management↕£÷•, unified scheduling, and iσ<ntelligent orchestration of c≥©♦∞omputing-network resources, and ♦ realize cloud-network-edge integrate &♥d intelligent schedu←∞ling and services. EΩ©₩ncourage computing power enter♣ <prises to rely on innov★®'ative computing power interconnection s≈ ♥≤ervices such as new Internet↑'₹→ exchange centers to promote comp≈¶uting power interconnectio&®n and explore the con↕÷ struction of computing power Int λ₹>ernet.
Fourth, strengthen cross-industry inte≤gration and shared development
(1) Promote the integrated devel→≠opment of information fa&★cilities and traditional facilitiγ✔✘♥es. all localities should ✘ πβorganize and carry out the special →↔φ↕action of "signal upgradinδδ g", promote the large-scale depl✘₩oyment of "5G + industrial Inter±↔∑≥net", and thoroughly implement the €★"through" action plan of the♥♣± industrial Internet §Ω§♦identification analysis system. Coor€↔£dinate the construction of roadside fa∞ cilities along highways and £βurban trunk roads. Intensiπ™vely deploy urban sensi™∏ng terminals, and build a ♠∞πcity-level IoT sensing ter★minal management and₩π data analysis platform in a & unified manner. Comprehensively ≈©÷build a real-life 3D China→, and build a digital China ∏♦spatio-temporal base and data fu₩≠sion platform. Improve basicγπ platforms such as bas₽$§>ic land and space inform≥≥ation, spatio-temporal big data, a♣←nd urban information models, ÷promote the integration of platform fun•☆✔ctions, and provide a unif₽®ied spatio-temporal >"framework for urban digit≥✔'al transformation.
(2) Deepen cross-industry λ♣co-construction and s∑÷><haring of infrastructure. Local communications admin♥©istrations should work with relevant☆✔∞ industry regulatory departments to imp↑§ rove cross-industry coordinatΩ∑"ion mechanisms and establish a ×™list of cross-industry co-constru€'ction and sharing neΩeds. Promote two-way open cα"'ommunications, municipal, transportatio✔→&n, electric power, public secu≤↓↑↓rity and other fields of towers, pipe★→÷lines, optical cables, computer rooms aπφ₽nd other resources. In scenarios sφφuch as new subways, tunn∞ els, and bridges, it is necessa§₩↕ry to plan and reserve space×∏≠↔ for the deployment of communica÷↕tion facilities in adva₩ πnce, and provide power guara₽ ntees.
Fifth, build a green and low-carboε•↑n development mode
(1) Promote the green and l"γow-carbon developmen εt of key facilities. Basic telecommunications en™ ₹ terprises should cooperate wit φ★h the construction of a statistica&•✔•l indicator system and<↕₽• a carbon management↑±→ information platform for the¶<> green and low-carbon development of ←§the information and ≠•communication industry×γ ∑, build green data c✔σ©≥enters, and carry out green and lo♥↑©∑w-carbon level assessment of data c✘ ←↕enters. Promote the green transformat♠σ∑γion of traditional comm φ∞×unication equipment rooms, update ×'old communication equipment∏λ"≠ and supporting equipment ♥ in computer rooms, a₩↔nd strengthen the application of energεΩ≤y-saving technologies for base s$§tations. All localities should in¥★troduce policies to encou★π®rage enterprises to use green ele¶←σctricity, and support enterprise₩✔∏s to use their own premises to γ∑≥∞build green energy facilities.
(2) Promote the coord×☆וinated development of facili§♠™ties and the environment. All localities should strengthen th'$βe collaborative design o¥≥f communication base st®γ→ations, towers, computer rooms, op★∞πtical cable transfer boxes ±♣¥•and other facilities andγ§ buildings and structures, and in&®✘novate integrated and diversif₽Ωied beautification construct∞πion plans. Encourageα∞↕♦ local governments to in$>©crease policy and financi★§al guarantees, and support th₩ Ω÷e comprehensive renovat↑γion of communication pol≈αes and lines.
6. Enhance all-round security capabili✔§¥ties
(1) Improve network and data s"¶×$ecurity capabilities. basic telecommunications enterprises sh→₩ould strengthen the coordinate₹d construction of neα€twork security facilities and informa'σ≠♣tion infrastructure. Relevant enteπ©↔₽rprises should cooperate in carrying ouε☆t network security capabil₽¶ity maturity assessment←®s, strengthen risk assessments of ne $ w technologies such as the Internet of¶π≈ Things and artificial intelligen✔∏ ce, and strictly implement the sec¶✔£urity management require♣≤÷ments for Internet o>•↓f Things cards. It is necessaryα↓± to establish and complete dat∏¶€a security management sy"™stems, strengthen the identiδσ↔fication and filing of importa nt data and hierarchical protection, s∞αΩtrengthen the constructi✔on of data security monitoring, '&•☆early warning, and emergency respon∑se methods, carry out data securit♥ y risk assessments, and increase the &∏☆capacity for data securi↓→€ty safeguards.
(2) Enhance the empowerment of cross✔π-industry security services. Pr↑omote the implementation of classifie§<d and hierarchical managementα of industrial Internet se♦♥ curity, Internet of VehicΩ®les network security grading an♣σd protection filing, speed up↔♠' the implementation of secur&≤ity protection standard<♣×s, and strengthen the real-name regist™★ration management of Internet of Vehiδ∞cles cards.
(3) Enhance the ability ±≠$of information infrast♦♣¥πructure to operate in a sta÷©₽ble and safe manner. Local communications adminisλtrations should guide basiσπc telecommunications enterprises to car¶✔"ry out operational security risk asses÷×↓♠sments, strictly implement the require≥¶↕↕ments of the "three sy₹∏nchronizations", and"↑∞ carry out hierarchical and categor✔∞™ical management of important netw$♦ork elements. Basic teleco≠δ×←mmunications enterprε✘≤ises should do a good job ™↓in the production of teleδ☆communications safety, i•© ≤mprove measures such as∏★≤ earthquake resistance, d∏∞φ✘isaster prevention, fire→ε∑ prevention, and lightning p•™ ≈rotection, strengthen th♦e investigation and rectification of h©"idden dangers, and reso ♦lutely curb major and extrao←←γrdinarily serious safety accidentsε".
7. Strengthen cross-se↓∞ctoral policy coordination

All lδ ∏ocalities should give poli®↓&←cy support to information infrastructuα×∞re land layout plannin¶®β±g, construction approval, enviro ← nmental assessment, etc.,> ₩ and incorporate informati&φon infrastructure spatial layout©© vector data into the "on∏™e map" implementation super♠vision information sys♦♦tem for land and spatial planning atαφ all levels.
(2) Coordinate the promoti↑σ$♣on of cross-field standardi×±zation work. The new generation of communic'<±ation networks, data and computing ↓'facilities and other standard work or<ganizations should stren ₽gthen cooperation and acceler$♦∑♠ate the formulation and ap÷€→plication of convergence standards. R>φ≤elevant industry standardizati∑☆♣on organizations should buil↓ ♣d a cross-industry integratio£π©n standard coordination mechanism to a™πccelerate cross-industry stanγ♠dardization work. Relevant de∑♣×₽partments in all regions have strenφ≠δgthened the implementation of÷× national and industr↓π→y standards for the construct©↔ ↕ion of new information infrastruc £₹ture projects, and improved construc" ₹×tion standards and a₽÷cceptance specifications involve←€≈≠d in the joint construction and sharinβ&≠♠g of relevant facilities.
(3) Increase investm≠ γent and financing supp←®ort. localities should make full use o₩"'↑f existing funding channels ₹§✔to support projects such as universal t€γ elecommunications services in rura≤£★✘l and remote areas. Standar₩★dize the implementation≈×< of new mechanisms for public-privat↔∏e partnerships, and g←'∏"uide social capital to actively§Ω participate in investment and operatio≠≥₹ ns. Improve the gover÷ε∞¥nment-bank-enterprise cooperation≠∏ and docking mechanism, give full playαΩ to the role of the na↔§tional industry and fi•±εφnance cooperation platform★∞, and encourage all kinds of financial¥♥ institutions to provide credit suppor☆©t for new information infrastructur>γ ±e projects.

Ministry of Industry and Inf±®ormation Technology, in c♠¶onjunction with relevant depar&≤ε®tments, organizes relevant γφδunits to improve collaborative woβ←σ rk mechanisms, optimize resources and ∑₹policy support, promot®™e the resolution of major iss©•$ues encountered in the process of l$♥ayout and coordinated devel ≤ <opment of new information infrastructσ ure systems, strengthen guidance and c↑σoordination for basic £ε telecommunications enterpr✘₹$ises and Internet enterprise≥∑s, and promote the implementat≠≥γ ion of key tasks.
(2) Strengthen coordinated implementatiπ∞≈on. Local communications managem ✔"÷ent bureaus and departments in charg♣∑e of industry and information techno←γφlogy should work together with relevπ♠ant departments to improve $ ×"local coordination mechanisms, do a g "♠ood job of work linkage, and∏ & strengthen upper and l£←γower linkages and regional h₽↑♦orizontal coordination• . All localities should carry out the l§<™ayout planning of the new informaσ¶✔∏tion infrastructure i¶<n their own regions, and ≥φpromote coordinated construction×¥→€ and coordinated development.
